A Republican-crafted map of Pennsylvania's 18 new congressional districts unveiled Tuesday would shift Scranton and Wilkes-Barre from a Republican-held district into a Democratic one and stretch several GOP-held districts in eastern Pennsylvania to pack in more friendly voters.
